After his graduation in 1995 at the first rank Poly-technical University of Delft (TUD) LBC Executive Director MSc (in Architecture and City Planning) Roelandt van Ierssel (1961) founded a consultancy that primarily advised and worked for the Dutch Ministry of Traffic, the Dutch Ministry of Spatial Planning and other more or less related European, Dutch, Belgium and German provincial and municipal governmental institutions and strategic regional entities.

During these European years the company's core business was merely (inter-) national policy development, its subsequent implementation, strategic advising on regional airport development and large-scale infrastructure projects.

Noticing the grand opportunities of shifting world markets, Roelandt van Ierssel moved office to China in 2000¡­
